The Bangladesh Public Service Commission is a constitutional body established primarily for the purpose of providing employment in various government jobs and positions. The agency is also involved in the decision-making process for matters such as promotion, posting, transfer, discipline and appeal of government employees. The main purpose of establishing a ‘civil’ or ‘public’ service commission in most of the countries traditionally under British rule was to ensure that all decisions on employment and other matters relating to employment were in line with the principle of merit and equity. The first Public Service Commission was formed in the Indian subcontinent in 1926 and was responsible for the recruitment of various Central Government employees in British India. After the formation of responsible governments in different provinces under the Government of India Act of 1919 and later the Government of India Act of 1935, similar commissions were formed at the provincial level including the Bengal Public Service Commission in 1936. After the partition of India in 1947, similar Public Service Commissions were formed at both the central and provincial levels of Pakistan, similar to the Public Service Commission of British India. Thus the Public Service Commission was established in August 1947 in East Bengal (later East Pakistan).

After the independence of Bangladesh, two separate commissions named Public Service Commission (I) and Public Service Commission (II) were formed at the initial stage in May 1972 by Presidential Order No. 34 of 1972. However, in order to implement the provisions of the Public Service Commission in the Constitution adopted in November 1972, the government issued a new Presidential Order (Presidential Order No. 25, 1983) which formally completed the formal regulation of the two Public Service Commissions from May 1982. However, the government issued another ordinance in November 1986 to replace the two commissions with one commission and on 22 December 1986 the commission was renamed the Bangladesh Public Service Commission.

The most important feature of the Bangladesh Public Service Commission is the constitutional basis rather than the legal basis. A chapter consisting of five articles of the constitution of Bangladesh (2nd part of 9th part) has given the structure and functions of the commission. The Chairman and members of the Commission are appointed by the President (practically on the advice of the Prime Minister) for a term of five years or for a period up to the age of sixty-five years. The constitution does not specify the maximum or minimum number of members to be appointed. However, in a Presidential Ordinance issued in 1986, this number has been fixed at a maximum of fifteen (minimum six) including the Chairman. No special qualifications are required to be appointed as a member. However, at least half of the total members of the commission will be government officials with at least twenty years of experience. Generally, the chairman and members appointed by the government department are all elected from among the top officials and most of the others are senior academics. After retiring from government service, an officer is not considered eligible for re-employment in any government service (including Public Service Commission). But the exception is in the case of the Chairman of the Public Service Commission who, despite retiring from the service, may be re-appointed for an additional term as Chairman and similarly a member of the Commission may be re-appointed as a member or Chairman of the Commission after retirement.

1.Date and time of commencement and completion of online application form (BPSC Form-5A) and submission of examination fee

A)Candidates fill online application form prescribed by the Commission through Teletalk web address: http://bpsc.teletalk.com.bd or web address of Bangladesh Public Service Commission: www.bpsc.gov.bd Application’s Copy (BPSC Form-5A) And fee submission must be completed. After entering the website and selecting the Non-Cadre option and clicking on it, the non-cadre notification button, filling up the application form online, submitting the fee via sms and the instructions for receiving the admission will appear on the radio button. Before filling the form, the candidate must download the instructions and notifications and master each instruction well.

B. Online application form and fee submission start date and time: 26.12.2021 AD, 12.00 noon.

C. Last date and time to fill online application form: 26.01.2022 AD, 6.00 pm.

D. Candidates who have received User ID only will be able to submit the fee via sms on 26.01.2022 from 6.00 pm to next 72 hours, i.e. on 30.01.2022, till 6.00 pm.

Upon completion of the application, the candidate will receive a photo with a User ID and a signed Applicant’s copy. The applicant’s copy must be printed or downloaded and saved. A User ID number will be given in the applicant’s copy and using this User ID number the candidate will deposit 500 / – (five hundred) rupees for the examination fee by SMS from any Teletalk pre-paid mobile number in the following manner.

  1. Admit Card: Candidate can use his User ID and Password to download Admit Card with picture and registration number.
  2. No candidate will be considered eligible to apply if they do not have the minimum educational qualifications / experience mentioned in the advertisement. No candidate can submit the Application Form more than once after receiving the Admit card by submitting the examination fee. If a candidate completes the online application form and completes the fee submission, his / her application will be considered as final. If the candidate fills the form more than once with false / different / incorrect information and accepts more than one Admit card and if fraud is proved at any stage of the process then the overall candidature of such candidate will be canceled. The said candidate will be declared ineligible to apply for all the posts advertised by BPSC in future and legal action will be taken against the said candidate.

Receipt and Submission of Applicant’s Copy (BPSC Form-5A):

Candidates should download the BPSC Form-5A (Applicant’s Copy) from the Commission’s website and submit it at the time and place specified by the Commission along with the following documents / information before the oral examination. Attested photocopy of all certificates obtained from Baird or University (Postgraduate / Graduate / BSc / HSC / Diploma or equivalent original or temporary certificate) for proof of educational qualification. Original.

In case of inability to provide photocopy of certificate, photocopy of temporary certificate will be accepted. The marksheet of the university or the latest examination will be initially accepted as proof of educational qualification but the original / provisional certificate must be submitted to the interview bard.   3. Attested copy of Disability Certificate / Identity Card issued by the Department of Social Services to the disabled candidates (if applicable);
  4. 03 copies of passport size freshly attested color photograph;
  5. Attested copy of citizenship certificate;
  6. If the Permanent Address mentioned by the candidate in the application form is changed later or if the husband’s address is used in case of female candidates then the candidate is changed.

Candidates who have passed the MCQ / Written / Practical Examination fail to submit all the required documents / information including Applicant’s Copy (BPSC Form-5A) within the date fixed by the Commission. After thorough verification of all the required documents / information including Applicant’s Copy (BPSC Form-5A), only eligible candidates will be given the opportunity to participate in the oral examination.

  1. After the last date of submission of BPSC Form-5A (Applicant’s Copy) application for any kind of information correction in Applicant’s Copy will not be accepted.

  4. Bangla-20, English-20, General Knowledge (Bangladesh and International Affairs) -20, related technical / professional subjects – 40 marks and a total of 100 marks will be asked.
  5. Candidates who have passed the MCQ Type Selection Test will be able to participate in the 4 hour written test of 200 marks.
  6. If the number of candidates applying for technical / professional posts of 9th and 10th grade is 1000 or less then 4 hours written test of 200 marks will be taken after online registration.
  7. Written test: a. Bangla-40, English-40, General Knowledge-40 and relevant technical / professional subject with 60 marks will be taken in 4 hours written test of 200 marks.
  8. Candidates of 9th grade who have passed the written / practical examination will have to participate in the oral examination of 100 marks and candidates of 10th grade will have to participate in the oral examination of 50 marks.

  1. In case of non-technical posts of 21st, 9th and 10th grade, if the number of applicants is 1000 or less, 4 hours written test of 200 marks will be taken after online registration.

Written test:

  1. Bangla-50, English-50, General Knowledge (Bangladesh and International Affairs) -40 and Mathematics and Mental Skills subject with 60 marks will be taken for 4 hours written test of 200 marks.
  2. Candidates of 9th grade who have passed the written / practical examination will have to participate in the oral examination of 100 marks and candidates of 10th grade will have to participate in the oral examination of 50 marks.

  1. Candidates for the post of 9th grade technical / professional must get a minimum of 30% marks in the written test of relevant technical / professional subject. 30% in any candidate technical / professional subject

If the score is less than that, the candidate will be considered as overall unsuccessful in the written test. However, if the candidate gets less than 25% marks in any subject other than technical / professional subject in the written test.
